To create a subweb for the pages... 
1. Open the FP explorer. 
2. Click New... FrontPage web... 
3. Choose "Empty Web". 
4. In the "Web server or File location" field, enter your domain name (for example, www.mydomain.com). 
5. In "name of new..." field, enter a name for the subweb (this creates a subdirectory from your domain name). 
6. Make sure that the "Add to existing FrontPage web" box is not checked. 
7. Click Ok. 
8. Enter your password for your ISP and all that. 

To add users to your view your new web... 
1. Click Tools... Permissions. 
2. Click the radio button called "unique permissions for this web".
3. Click Ok. 
4. Click Tools... Permissions once again. 
5. Click the "Users" tab. 
6. In the list, click Add... and add a username and password for the subweb. 
7. Give that username and password the permissions you desire (probably just "Browse Access").
8. Click "Only registered users have browse access". 
9. Click Ok and you're all set. 

To add pages to the web... 
1. Click File... Import... and use the dialog box to add pages to the web. 
-or- 
2. Use File | Publish from your web to publish directly to the subweb.
